Is it a legal requirement that I test my portable equipment?
PAT testing legislation was put into effect to ensure that all companies conform to the Health and Safety at Work Act of 1974, Electricity at Work Regulations of 1989, Provision and Use of Work Equipment regulations of 1998 and the Management of Health and Safety at Work regulations of 1999.
Who does it apply to?
PAT testing law places a legal responsibility on employers, employees and self-employed persons to comply with the provisions of the regulations and take reasonably practicable steps to ensure that portable appliances are maintained, safe and are suitable and used for the purposes intended; and no danger results from the use of such equipment. With the influx of cheap electrical parts from foreign countries due to globalisation, most of these electrical goods have not undergone as strict a testing procedure as UK manufactured goods. Therefore, the regular safety checks of these products becomes of paramount importance.
How should my equipment be tested?
This is done through the implementation of a systematic and regular program of maintenance, inspection and testing of the appliances to safeguard against damage and to make certain that these items perform properly.
What portable electrical equipment needs to be tested?
The Health & Safety at Work Act (1974) places such an obligation in the following circumstances:
· Where appliances are used by employees.
· Where the public may use appliances in establishments such as hospitals, schools, hotels, shops etc.
· Where appliances are supplied or hired.
· Where appliances are repaired or serviced.
